Physical Therapist

Incumbent is a licensed physical therapist who performs minimally at the fully successful performance level. He/she is responsible for administering physical therapy programs to Veterans. Direct access by the incumbent will be practiced in accordance with the NY State Physical Therapy Practice Act. Incumbent has the ability to make autonomous clinical decisions in a direct access environment with or without a referral, that includes the ability to independently evaluate and treat patients who seek physical therapy services. Incumbent, provides evaluation and treatment in a timely fashion; chart review will allow the incumbent an opportunity to assess appropriateness of the referral and possible contraindications for treatment. Incumbent's evaluation includes a medical history and results and interpretation of the appropriate tests and measurements performed. Tests are frequently complex and may need to be adapted because of multiple physical disabilities or present medical condition. Incumbent utilizes evaluation data to implement comprehensive Veteran treatment plans, involving the Veteran in a goal-setting process, if feasible. Incumbent plans and carries out the full range of treatment where therapeutic objectives are complex and procedures involved require the application of highly specialized skills and knowledge. Incumbent modifies treatment plan according to evaluative findings on an ongoing basis to meet established goals. He/she recognizes even subtle responses or adverse reactions to treatment, initiates effective action immediately, and advises other health care team members as indicated. Incumbent must coordinate and employ several treatment approaches simultaneously to accomplish complex treatment objectives. Incumbent demonstrates a full professional understanding of the theories of treatment of physical therapy and their proper application through which the use of therapeutic physical rehabilitation and reconditioning procedures are implemented. Incumbent demonstrates knowledge of and compliance with all emergency and disaster procedures Incumbent identifies his/her continuing education needs, attends continuing education programs and reads professional literature for the purpose of maintaining or improving knowledge and skills for work performance. Incumbent maintains current working knowledge of available technology and equipment. Incumbent appropriately assesses Veterans for durable medical equipment, adaptive /assistive devices and other recommended therapeutic equipment. When indicated, the incumbent is responsible for procurement of said equipment/devices, issuance of equipment, education and training in equipment set-up, features, routine use, troubleshooting, cleaning, infection control practices and maintenance with proper documentation. Incumbent involves the Veteran, family members, caregivers, and pertinent health care staff in the treatment process by maintaining effective communications. Incumbent plans and implements appropriate education of Veterans, families and caregivers regarding the disease and/or disability incurred and about the treatment intervention provided including resumption of life roles in the home and community environment. Incumbent plans and instructs Veterans/caregivers in home exercise programs, rehabilitation techniques, activities of daily living and use of assistive devices/adaptive equipment as appropriate. Incumbent communicates readily with the multidisciplinary treatment team, advising the team of Veteran's needs and progress, exchanging discharge planning information with them. This communication occurs through team meetings, ward rounds, written reports, and informal communication, such as personal and telephone conversations. Written communication is accomplished in a timely fashion. Incumbent initiates appropriate referrals to physicians and other clinicians/services as indicated. Incumbent demonstrates ability to make appropriate clinical decisions in the community without onsite supervision if assigned to perform home care duties. Incumbent may also be assigned to participate in the following:
Clinical Instructor of PT students; SCI/D program; Polytrauma program; Amputation System of Care program; OEF/OIF/OND program; MDS; aquatic therapy program; etc. Incumbent is knowledgeable in the needs of Active duty service members, OEF/OIF/OND Veterans, Gulf War Veterans, Vietnam War Veterans, Korean War Veterans, WWII Veterans, WWI Veterans, as well as Veterans with traumatic brain injuries, PTSD, SCI and amputations. Incumbent completes documentation (chart reviews, evaluations, treatment sessions, patient/caregiver education, reassessments, discharge summaries, etc.) on all Veterans treated in accordance with station policies for content and timeliness. 1. Citizenship. Citizen of United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g) 2. Education. Graduate from a degree program in physical therapy from an approved college or university approved by the Commission on Accreditation in Physical Therapy Education (CAPTE). The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Graduates of foreign physical therapy programs meet the requirements in subparagraph 2b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or in the District of Columbia. Any PT who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probational status may be appointed only in accordance with regulations issued by the Under Secretary for Health or designee. 4. Licensure. Current, full, active, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT not-to-exceed two years under the authority of 38 U.S.C. 7405(c)(2). Non-licensed individuals appointed as a temporary graduate PT may not be appointed as a PT without being fully licensed. 5. Physical Requirements. See VA Directive and Handbook 5019. 6. English Language Proficiency:
PTs must be proficient in spoken and written English in accordance with VA Handbook 5005 Part II, chapter 3, Section A, paragraph 3j.Creditable Experience :
To be creditable, experience must have demonstrated possession of the required knowledge, skills, abilities and other characteristics associated with the scope of physical therapy practice as outlined in the current Guide to Physical Therapist Practice, American Physical Therapy Association, and the Normative Model of Physical Therapist Education. In addition to meeting the basic requirements, the incumbent must possess at least a Bachelor's degree in Physical Therapy and five (5) years of progressively independent experience as physical therapist OR a Master's degree in Physical Therapy and two (2) years of progressively independent experience as physical therapist OR a Doctorate degree in Physical Therapy. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
